South Korea’s NIS Joins 7-Nation Alliance to Release AI Supply Chain Security Advisory

South Korea’s National Intelligence Service (NIS) has jointly issued a cybersecurity advisory on AI supply chain risks alongside agencies from seven major nations, including Australia’s ASD and the U.S. NSA. The guidance marks a shift in the global approach to AI security — moving from reactive management to proactive, design-stage security integration.

Regulatory Impact

The advisory systematically addresses risks across five key components of AI systems: data, machine learning models, software, infrastructure and hardware, and third-party services. It warns that low-quality or biased training data can cause AI systems to make flawed decisions, while ML models may be exploited to conceal malicious code or embed backdoors. AI infrastructure is flagged as vulnerable to malicious firmware injection, requiring strict network segmentation and independent authentication mechanisms.

Compliance Requirements

Organizations are advised to source data exclusively from trusted and verifiable origins, adopt machine learning models with demonstrable transparency, and apply established cybersecurity principles to AI infrastructure. A particular emphasis is placed on auditing third-party service dependencies throughout the AI supply chain. Enterprises deploying AI are expected to establish ongoing supply chain security review processes and incorporate security requirements into procurement and partnership contracts.

While not legally binding, the advisory carries significant weight given that it was jointly endorsed by intelligence and cybersecurity agencies from seven nations. It is expected to function as a de facto international standard, particularly for companies embedded in global AI supply chains. Industry stakeholders are advised to benchmark current security practices against the advisory’s framework and update vendor governance policies accordingly.

International Context

The NIS has progressively expanded its AI security engagement — co-publishing safe AI development guidelines with the U.S. and UK in November 2023, and distributing a domestic AI security guidebook in December 2024. This latest advisory aligns with the broader direction of the EU AI Act and signals growing momentum for multilateral cooperation on AI safety. It reflects a consensus among leading nations that AI supply chain security can no longer be treated as an afterthought, but must be embedded from the earliest stages of system design.
