Singapore has launched a comprehensive support program targeting agentic AI governance for public service innovation, addressing the critical gap between AI adoption and governance frameworks. The Singapore government, in collaboration with ServiceNow, unveiled an extensive support scheme through a Public Sector Forum attended by over 400 government leaders focusing on agentic AI workflow deployment. The program encompasses three core areas: AI Control Tower development, cross-agency collaboration platform creation, and AI Center of Excellence (CoE) solution implementation. The initiative features practical demonstrations through integrated employment portals for job seekers, showcasing seamless service delivery across multiple government agencies through intelligent workflows powered by agentic AI technology.

Eligibility Criteria and Target Recipients

According to EY’s 2025 Responsible AI Pulse survey, every surveyed C-suite executive said their organisation had either integrated AI into most initiatives or was actively doing so. Yet only 53 per cent indicated they had moderate to strong controls in place. The support program prioritizes enterprises that have implemented AI technologies but lack adequate governance structures, government agencies driving public sector AI innovation, and resource-constrained SMEs and startups. For small- and medium-sized enterprises (SMEs) and startups in Southeast Asia, building AI solutions from scratch is often not feasible due to resource constraints, leading to government-backed whitelisting of trusted vendors and vetted AI tools meeting regulatory standards.

Application Process and Methodology

Applications are processed through Singapore’s Enterprise Compute Initiative and Model AI Governance Framework via structured phases. ServiceNow’s AI CoE solution provides comprehensive support across five domains: inventory management, strategy development, governance implementation, execution, and value creation. Applicant organizations must establish internal AI governance councils with systematic review processes as mandatory requirements, alongside submissions demonstrating data transparency and fairness safeguards. Any agency leveraging the ServiceNow AI platform is able to connect with any AI [providers]… That is our vision to help organisations, especially those who are involved in driving transformation.

Utilization Strategy and Success Factors

“Everything in government is done in consensus so that makes it very complex. The ability to cut across that, reduce complexity, and speed up the time to reach decisions and deliver services is what we are seeking to help to do,” explained ServiceNow’s Vice President Casey Coleman. Effective utilization requires implementing data governance-by-design approaches, incorporating governance elements from AI system inception. Organisations can embed trust and accountability by establishing a formal AI governance council with a structured intake process. Success hinges on close collaboration between business and technology leadership, balancing commercial value with societal responsibility while ensuring AI systems maintain public trust through robust security and oversight mechanisms.
